Section 01Publix: the default snowbird chain
Publix Super Markets is the reference grocery chain in Florida. Founded in Winter Haven (FL) in 1930 by George W. Jenkins, it now operates over 1,350 stores across the U.S. Southeast (Florida, Georgia, South Carolina, North Carolina, Alabama, Tennessee, Virginia), about 850 in Florida. For a Canadian snowbird, Publix offers five major strengths.
Presence and accessibility. At least one Publix is within 3 km of most snowbird seasonal residences. Concentrations are high in Canadian snowbird zones: Hollywood, Pompano Beach, Deerfield Beach, Boca Raton, Delray Beach, Fort Lauderdale, Naples, Bonita Springs, Fort Myers, Sarasota, Bradenton, Clearwater, St. Petersburg, Tampa. The interactive map on publix.com/locations identifies stores by address, ZIP code, or city name.
Fresh produce quality. Fruits, vegetables, meat, cheese, deli counter: quality superior to Walmart and comparable to Whole Foods on base categories. The produce section is restocked several times daily, meats are cut on-site in most stores, the Deli counter offers Boar's Head Premium and Publix Premium charcuterie sliced on demand, the bakery is entirely made on-site with day-fresh breads (sourdough, multigrain, ciabatta, bagels, croissants).
Publix Pharmacy. Free generic medications program including: metformin (type 2 diabetes), amoxicillin and other common antibiotics (penicillin VK, ampicillin, erythromycin), lisinopril (hypertension), generic atorvastatin (cholesterol), prednisone, iron supplements (anemia), levothyroxine (low thyroid). Particularly useful for snowbirds completing their Canadian pharmacy kit with US-only medications or who forgot medication in Canada. Prescription can be transferred from a Canadian pharmacy by direct phone call between pharmacists.
Publix Savings (free loyalty program). Card linked to phone number (US or Canadian accepted) or Publix smartphone app. Points accumulation on each purchase, redeemable for in-store discounts. Registration in-store or via app, free, no commitment. Digital coupons activatable before checkout.
Liberal return policy. Publix accepts any return with or without receipt, within reasonable time, on unsatisfactory or defective product. The practice is codified in corporate policy since 1930: "Where shopping is a pleasure". This generosity contributes to snowbird loyalty.
Limits and drawbacks. Prices 10-20 % higher than Walmart on commodities (toilet paper, detergent, bottled water, soda, chips), premium price on high-end meat versus Costco. Typical hours 7 a.m. to 10 p.m. seven days a week. No Supercenter format; each store is strictly grocery + pharmacy + deli (no tires, clothes, sports equipment as at Walmart).
Section 02Walmart Supercenter: low-price commodities
Walmart Supercenter is the combined full-grocery and general-store format of Walmart Inc., the United States' main private employer, with about 230 Supercenters in Florida. For a snowbird, Walmart offers four major strengths.
Low prices on commodities. Great Value generic brands competitive on canned goods, frozen, UHT dairy, toilet paper, detergent (Tide at 50 % of Publix price on large size), household products (Lysol, Clorox), bottled water (Great Value 24 × 16 oz bottle at 3 USD vs 6 USD at Publix), sodas, chips. Average savings on commodity basket: 20-30 % versus Publix. For a snowbird spending USD 200/month on commodities, savings of USD 40-60/month.
Walmart Pharmacy. Flagship 4-Dollar Prescription Program sells generic medications at USD 4 for 30 days and USD 10 for 90 days. Coverage: metformin, atorvastatin, lisinopril, amlodipine, simvastatin, atenolol, hydrochlorothiazide, omeprazole, ranitidine, doxycycline. Particularly useful for snowbirds paying cash (no U.S. insurance) for medications forgotten in Canada.
Walmart+ and Grocery Pickup. Walmart+ subscription at USD 12.95/month or USD 98/year offers: unlimited free home delivery (USD 35+ orders), in-store Scan & Go (app payment without checkout), Paramount+ included, Walmart Fuel discount gas. Walmart Grocery Pickup is free even without subscription: online or app order, chosen pickup slot (typically 2-4 hours later), Walmart employee brings basket directly to car. Practical for snowbirds avoiding wandering, lines, or summer heat.
Extended opening hours. Several Walmart Supercenters open 24/7 in Florida (Aventura, Sunrise, Pinellas Park, Pembroke Pines, Coral Springs, Hialeah). Most close at midnight on weekdays, 10 p.m. or 11 p.m. on Sunday. Useful flexibility for snowbirds liking early morning shopping (5-7 a.m.) or late evening to avoid crowds.
Limits. Fresh produce quality inferior to Publix on premium meats and specialty cheeses; customer experience often less pleasant (crowded aisles, long checkout lines at peak hours, mandatory self-checkout often). Walmart Neighborhood Markets (smaller format, grocery only) are calmer but offer limited selection. Walmart Express (ultra-small format) was closed in 2016.
Section 03Costco and Sam's Club: bulk buying
Costco Wholesale Corporation has about 35 warehouses in Florida, concentrated in metropolitan zones (Miami-Dade 6, Broward 5, Palm Beach 3, Collier 1, Lee 2, Sarasota 1, Manatee 1, Hillsborough 4, Pinellas 3, Polk 1, Orange 4, Seminole 1, Brevard 1, Volusia 1). For a snowbird, Costco becomes economical from 2 months of seasonal use; the Gold Star card at USD 60/year is profitable from USD 500/month average spend.
Costco range. Bulk meats (USDA Prime ribeye USD 15/lb vs USD 25 at Publix, pork loin USD 4/lb vs USD 7, chicken breast USD 2.50/lb vs USD 5), European cheeses (Comté aged 24 months USD 18/lb, Swiss Emmental, Gruyère AOC, Brie de Meaux, Camembert président), tropical fruits (mangoes USD 6 for 4, pineapples USD 4 for 2, papayas USD 3), fresh Atlantic and frozen Pacific salmon (USD 12/lb vs USD 22 at Publix), wines (in-house Kirkland Signature brand often rated excellent in blind comparisons; bourbons, whiskies, champagnes priced below retail).
Canadian membership valid in U.S. Specific snowbird advantage: the Canadian Costco card is global; snowbird does not need to register separately at U.S. Costco. No additional fees. No replacement card needed. The Costco number is universal and works in all Costcos worldwide (United States, Canada, Mexico, United Kingdom, France, Spain, Japan, Korea, Australia, Taiwan, China, Iceland, Sweden).
Executive membership. USD 130/year (instead of USD 60 Gold Star) offers 2 % cashback on all Costco purchases (capped at USD 1,250/year). Profitable from USD 3,500/year Costco spend. For a snowbird spending USD 4,000-6,000 at Costco over 5 months, Executive is slightly more economical.
Limit: family portions adapted to 3-4 people or more; a two-person snowbird couple risks waste if not planned. Solution: systematic freezing of meats in individual portions upon arrival at seasonal home, fruit purchase in bags of 6-10 max, basket sharing with a Canadian snowbird neighbor.
Costco Gas. Costco gas stations (present in 25 of 35 Florida warehouses) typically offer 10-30 cents per gallon below standard station average (Shell, BP, Mobil, Chevron). Typical snowbird savings driving 1,500 miles/month for 5 months (gallons consumed ≈ 250): USD 50-75/month × 5 months = USD 250-375 per season. Costco card required at station entry. Costco Visa or debit card payment only (no Mastercard).
Sam's Club. Walmart subsidiary since 1983. USD 50/year for standard card, USD 110 for Plus with 2 % cashback. Similar prices to Costco, different selection. Less prominent in South Florida, more present inland (Tampa, Orlando, Jacksonville, Tallahassee). Sam's Club Scan & Go app allows smartphone payment without checkout. The U.S. Sam's Club card is not equivalent to the global Canadian Costco card; the snowbird wanting Sam's Club must register separately (USD 50/year).
Section 04Whole Foods, Trader Joe's, Aldi, Winn-Dixie, Fresh Market and ethnic markets
Whole Foods Market has about 45 stores in Florida, mainly in affluent areas (Aventura, Coral Gables, Naples, Sarasota, Boca Raton, Tampa, Orlando, Jacksonville). Premium selection: Niman Ranch and Strauss Family meats, aged cheeses, biodynamic wines, organic and local products. Amazon Prime offers 10 % discount at checkout for Prime members since 2018, automatic on eligible products (yellow tag in-store). Practical for snowbirds wanting specific products (wild salmon, grass-fed meat, organic pesticide-free products, natural wines).
Trader Joe's has about 30 stores in Florida, mainly in affluent urban areas (Fort Lauderdale, Boca Raton, Naples, Sarasota, Tampa, St. Petersburg, Orlando, Winter Park, Gainesville). Private brand at over 80 % of assortment, affordable prices, unique selection: Two Buck Chuck wines (iconic Charles Shaw USD 2/bottle), Indian and Asian frozen (samosas, gyoza, naan, dosa, masala), French cheeses at reasonable prices, Amish butter, cold-pressed juices, kombuchas. No loyalty program or coupons. Limited hours (8 a.m.-9 p.m. typically). Appreciated by snowbirds enjoying discovery experience and original products.
Aldi has over 250 stores in Florida. German discount chain imported in 1976 (Aldi divided into Aldi Nord and Aldi Süd; Aldi US is Aldi Süd subsidiary). Very low prices (20-40 % below Walmart) with limited selection (1,200 products versus 30,000+ at a Walmart Supercenter). Strong presence in central and north Florida (Tampa Bay, Orlando, Jacksonville, Gainesville). Appreciated for savings on European cheeses (Kerrygold Irish Cheddar, blue cheeses, halloumi), dairy (Greek yogurts, kefirs), wines (rotating selection), canned goods, frozen. 25-cent deposit to use cart (refundable on return). Bring own bags or buy Aldi bags at 10 cents.
Winn-Dixie is a historic Florida chain founded in Miami in 1925, about 350 stores in FL, GA, AL, LA, MS. Mid-low positioning, strong suburban presence, Florida equivalent of Quebec IGA. Acquired by Aldi in 2024 (progressive transition to Aldi model). Winn-Dixie Rewards loyalty program with digital coupons.
Fresh Market is a regional premium competitor, about 40 stores in Florida, upscale boutique experience with soft music, fresh flowers at entrance, premium meat and cheese counter, selected wines. Prices 20-30 % higher than Publix. Appreciated for special evenings and gift baskets.
Asian markets. Hong Kong Market in Miami (two locations), Lucky Asian in Aventura, Oriental Mart Sarasota, 99 Ranch Market and HK Market in southeast Florida, Hong Kong Supermarket Tampa, Asian Food Center Orlando. Offer: jasmine rice 50 lb bags, sauces (Kikkoman soy, hoisin, oyster), ramen and udon noodles, fresh fish (tilapia, sea bass, snapper), frozen seafood (shrimp, squid), spices, green tea, rice alcohol (sake, soju), Asian pastries.
Latin markets (Sedano's, Presidente Supermarket). Strong presence in Miami, Hialeah, Doral, Kendall, Fort Lauderdale. Hispanic products: tortillas (corn and flour), black and red beans (Goya), long-grain rice, plantains, cassava, mojo criollo, sazón Goya, Cuban coffees (Café Pilon, Café Bustelo), bakeries (pan cubano), deli counter (lechón asado, picadillo, ropa vieja).
Section 05Finding Canadian products in Florida
The Canadian snowbird wanting to maintain Quebec, Ontario or other Canadian food habits in Florida has four main paths.
Path 1: bring from home at season start. On first trip of season, transport in luggage or car the CBP-authorized non-perishable or semi-perishable products: commercially sealed maple syrup (in closed bottles or canned), pasteurized hard cheeses (pasteurized Oka cheese authorized, raw Oka not), pasta and flour, industrial cookies and crackers (Leclerc, Dare, Christie), spices and teas, Canadian wines within standard CBP limit (1 liter alcohol/adult over 21, duty-free). Restricted or prohibited: fresh uncooked meats (prohibited), unpasteurized cheeses (prohibited), fresh fruits and vegetables (prohibited), eggs (prohibited), non-commercially sealed honey (restricted). Consult the CBP personal effects entering US guide for the complete list.
Path 2: Florida stores with international section. Publix in snowbird zones (Hollywood, Pompano Beach, Fort Lauderdale, Naples, Sarasota, Tampa) often stocks: Pure Vermont maple syrup (acceptable equivalent), Cabot Cheese from Vermont (acceptable Canadian cheddar substitute), imported coffee. Whole Foods and Fresh Market may have imported products on order (Eastern Townships Canadian maple syrup, aged Canadian cheeses). Walmart Supercenter has fewer direct Canadian products but offers equivalents (Walmart Canada brand Great Value Maple Syrup for instance is not distributed in U.S.).
Path 3: dedicated Quebec groceries in francophone snowbird communities. Le Marché Québécois in Hollywood Beach (3500 Sheridan Street) offers pasteurized Oka cheese, cheese curds for poutine, Maple Joe and Décacer maple syrup, Olymel and Atrium meats, Leclerc cookies, imported Lipton onion soup, Canadian wines (Quebec Ice Cider, Niagara wines), Quebec beers (Unibroue: Maudite, Trois-Pistoles, La Fin du Monde). La Belle Provence in Hallandale (2500 East Hallandale Beach Blvd) and Fort Lauderdale offers similar selection with additional Ontario products (imported Sobeys, PC President's Choice products). Several other small Quebec groceries in snowbird zones open and close seasonally; consult the Canadian communities Florida page for updated list.
Path 4: online merchants with U.S. delivery. Hello Pure (Quebec maple syrup online), Quebec Imports US (Florida-based), Maple Joe USA, and Amazon (search "Canadian maple syrup", "Olymel sausage", "Vachon cakes") offer specific Canadian products at slightly higher prices than in-store (USD 8-15 typical shipping fees) but without travel. For specific chocolates (Aero, Coffee Crisp, Smarties, Crunchie, Caramilk, Eatmore), the BC Sweet Surrender online chain is known to Canadian snowbirds.
Canadian products unfindable or difficult in Florida: fresh Première Moisson bread (not imported, bake yourself or find local Whole Foods equivalent), unpasteurized aged Canadian cheeses (Riopelle de l'Isle, certain aged Balderson cheddars, CBP-prohibited), Vinch or Boucherie Lou sausages (vacuum-sealed transport at season start).
Section 06Florida 6 % sales tax and grocery exemption
Florida is among the U.S. states with low food taxation. Florida Statutes section 212.08(1)(a) provides that "food for human consumption" is exempt from the 6 % state sales tax.
Exemption coverage. Fresh or frozen fruits and vegetables, raw or cooked unprepared meats and fish (roast, whole chicken, salmon fillet), dairy (milk, yogurt, unprocessed cheese), unsweetened bread and pastries (baguette, whole grain bread, plain bagel), pasta, rice, cereals, canned goods, unprepared frozen (Birds Eye frozen vegetables, frozen fruits). Baby food and infant formulas are also exempted.
Taxable (outside exemption). Hot or ready-to-eat prepared foods (Publix counter pre-made sandwich, pre-mixed ready salad, counter sushi, hot Deli prepared dish), candy and confectionery (chocolate, gum, hard candy), sugary bottled drinks (soda, fruit juice with more than 50 % added sugar, energy drinks), processed snacks (chips, sweet cookies, energy bars), sweetened flavored waters, hot prepared coffee, alcohol (wines, beers, spirits, taxable at full rate).
County surtax. Each Florida county adds a local surtax of 0.5-1.5 %, bringing the total tax to 6.5-7.5 % on taxable products. Miami-Dade: 1 % (7 % total). Broward: 1 % (7 %). Palm Beach: 1 % (7 %). Lee (Naples-Fort Myers): 0.5 % (6.5 %). Collier (Naples): 1 % (7 %). Sarasota: 1 % (7 %). Manatee: 1 % (7 %). Hillsborough (Tampa): 1.5 % (7.5 %). Pinellas (St. Petersburg): 1 % (7 %). Orange (Orlando): 0.5 % (6.5 %). This surtax applies to the same categories as the state tax: prepared foods taxable, unprepared foods exempted. Surtax capped at USD 50 per transaction on motor vehicles and boats; no cap on groceries.
Economic calculation for a snowbird. For a snowbird spending USD 1,000/month on groceries, about 80 % on unprepared foods and 20 % on prepared foods and taxable drinks, tax savings on the unprepared portion is about USD 50/month (USD 800 × 6-7.5 %). Over 5 months of snowbird season, total savings of about USD 250. For a couple spending USD 1,200/month, savings rise to USD 60/month or USD 300/season.
Comparison with Canadian practice. In Quebec, GST 5 % + QST 9.975 % = 14.975 % on processed foods and all non-food purchases. Basic foods (milk, bread, fruits, fresh vegetables) are exempted (Florida equivalent). In Ontario, HST 13 % on processed. In GST-only provinces (BC, AB, SK), GST 5 % on processed. Maritimes: HST 15 %. The snowbird typically gains 1-3 percentage points on total grocery bill in Florida versus Canada.
Section 07Costed case study: snowbird couple February-April
To illustrate the application of recommendations, here is a costed case study for a typical Canadian snowbird couple in a Hollywood Beach seasonal rental (Broward County, 1 % surtax, 7 % total tax), February 1 to April 30, 2026 (89 days, 12 weeks and 5 days).
Profile and habits. 60-70-year-old couple, good health, regular home cooking (8-9 meals per week at home), 1 restaurant outing per week (typically Friday evening), 1-2 restaurant brunches (Saturday morning). Preferences: lean meats (chicken, fish, turkey), lots of fresh fruits and vegetables, Tim Hortons-style morning coffee (home import), wines (1 bottle every 2 days), Friday cheese aperitif.
Total grocery budget over 89 days: USD 2,950-3,100. About USD 33/day or USD 100/day for two people. This figure excludes restaurant outings (estimated separately at USD 800-1,200 for 12 dinners + 8-12 brunches).
Distribution by chain (recommended).
Publix: USD 1,770 (60 % of basket). Typical visits: 2-3 per week, average basket USD 70. Categories: fresh meats (chicken, turkey, fish), counter cheeses and Boar's Head, fresh fruits and vegetables, bakery bread (sourdough, multigrain), dairy, pressed juices, Publix water, Folger's or Maxwell House coffee (economical). Publix Savings program activated, points accumulation converted to about USD 25 in season discounts.
Walmart Supercenter: USD 590 (20 % of basket). Typical visits: 2 per month, average basket USD 75-100. Categories: commodities (Charmin toilet paper, Tide or Great Value detergent, Lysol household products, Great Value 24-pack bottled water), frozen (Birds Eye vegetables, frozen pizzas), UHT dairy, Great Value private brands on canned and cereals. Savings versus Publix on these categories: about USD 110 over 89 days.
Costco: USD 440 (15 % of basket, 2 visits). One visit on arrival (early February): stock purchase for the season (50 lb rice, large-format toilet paper, Kirkland Signature 6 wine bottles, Comté and Brie cheeses, freezable meats divided into portions to freeze). Cost: USD 280. One visit mid-March: meat restocking (fresh Atlantic salmon USD 12/lb for 5 lb = USD 60, USDA Prime ribeye USD 15/lb for 4 lb = USD 60, organic chicken 5 lb = USD 40). Cost: USD 160. Total: USD 440. Plus Gold Star card USD 60/year (already member via Canadian Costco : no additional cost for snowbird maintaining their card in Canada).
Le Marché Québécois: USD 150 (5 % of basket). One monthly visit for essential Canadian products: pasteurized Oka cheese USD 8, Maple Joe maple syrup USD 12, cheese curds for poutine USD 10, Leclerc cookies USD 6, Unibroue 4-pack beer USD 12, Canadian wines 1 bottle (USD 15). Per visit: USD 50. Three visits over season: USD 150.
Tax paid and saved calculation. On USD 2,950, about USD 2,360 (80 %) are unprepared foods (exempted). USD 590 (20 %) are prepared foods, sugary drinks and beers (taxable at 7 % in Broward). Tax paid: USD 590 × 7 % = USD 41. Tax saved thanks to Florida food exemption: USD 2,360 × 7 % = USD 165. Net savings versus full taxable regime: USD 165 over 89 days.
Florida versus Canada equivalent comparison. The same basket in Quebec would cost about CAD 2,700-2,850 at USD-CAD 1.37 exchange rate (May 2026), equivalent to USD 2,000-2,080. The difference comes from higher Florida prices on premium meats and European cheeses (partially compensated by Costco), but cheaper tropical fruits in Florida (mangoes, pineapples, papayas) and avoided food tax.

Notable structural differences. (1) Food tax: Florida exempts unprepared foods more broadly than Canada, where exemption only covers "basic" foods. (2) Tropical fruit variety: Florida has a marked advantage (mangoes, pineapples, papayas, passion fruits, rambutans, dragon fruits often at 50 % of Canadian price). (3) Interoperable loyalty programs: no CA-US crossover. The snowbird must manage two separate ecosystems (PC Optimum + Air Miles in Canada / Publix Savings + Costco + Amazon Prime in US). (4) Opening hours: Walmart Supercenter 24/7 is more accessible in Florida than rare Canadian 24/7.
